City council was scheduled to discuss the three-year-old program that has produced countless arrests and citations of the homeless around downtown. At the same city council meeting, a new ordinance was passed handing the responsibility for cleaning up graffiti over to homeowners. Thousands of other teachers and district employees are still at risk. And after the suicide of an inmate at the Men's Central Jail, the ACLU says more needs to be done to help inmates with mental health problems.
